Mid-term Evaluation Consultant Team

AKF USA is looking for a short-term consultancy team to undertake a mid-term evaluation of its Food for Progress (FFP II) program in Mali. Under the FFP II program, the main objectives of AKF and its partners are to increase agricultural production; facilitate agricultural marketing; enhance civil society; and provide microfinance services.
 
The purpose of the mid-term evaluation is to critically assess progress in implementing the FFP II program to date based on the results expressed in the program’s Agreement, logical framework and M&E plan, providing insight on the likely effectiveness of interventions and recommending modifications and actions to ensure that the program realizes its objectives.
 
The evaluation team must demonstrate an extensive experience in applying qualitative and quantitative evaluation methods; a strong record in designing and leading evaluations; data analysis skills; strong understanding of participatory research methodologies; technical competence in the agricultural sector; proficiency in French and English with additional proficiency in Bambara preferred; and a demonstrated ability/experience in conducting evaluations in the agricultural, microfinance and agricultural marketing sectors, including experience with USDA monetization development programs. Additionally, AKF prefers that the team possess experience in West Africa.
